From now until the first test: a month-by-month plan

The first citizenship tests are in spring 2027. Several important dates come before that. This plan shows what you can do each month, so you are ready when registration opens.

The key dates

Turn of the year 2026–2027: Migri expects to publish the study material.
By the end of 2026: Migri plans to publish the first test schedules.
1 January 2027: the amended Citizenship Act enters into force.
28 February 2027: the last day to apply under the old rules.
1 March 2027: the new requirement applies to new applications.
Spring 2027: the first tests.

November–December 2026: build the base

Learn the key Finnish words for the five topics: laws, rights, equality, gender equality, and history and culture.
Practise reading short questions in Finnish every day.
Check whether you already meet the other requirements, such as residence time and language skills.

January 2027: start with the official material

When Migri publishes the study material, make it your main source.
Read one section at a time and write down new words.
Look at the first test dates and choose the city closest to you.

February 2027: decide when to apply

If you already meet all the requirements, an application submitted by 28 February 2027 follows the old rules. If you do not, plan to take the test first.

March 2027 onwards: practise for test day

Register as soon as Migri opens registration.
Practise full sets of questions and repeat your weakest topic.
Keep reading the official material until the test day.
