What is on the citizenship test: topics and format

Published

The test asks about Finnish society. It has five main topics and multiple-choice questions. Some details, such as the number of questions and the pass mark, are not published yet.

The five topics

  • Key Finnish legislation.
  • Fundamental rights and human rights.
  • Equality and non-discrimination.
  • Gender equality.
  • Finnish history and culture.

How the test is taken

The test is a multiple-choice test. It is taken electronically, in Finnish or Swedish. Migri organises the tests in seven places around Finland from spring 2027.

Who writes the questions

The University of Helsinki prepares the test content and the study material. A team of experts from several fields does the work. A steering group of senior researchers supports them.

The official study material

Migri will publish self-study material on its website around the turn of the year 2026–2027. Migri says the material will be openly available, so every applicant can study the same content.
